EMERGENCY MANAGEMENT SPECIALIST (COOP)

As an EMERGENCY MANAGMENT SPECIALIST, GS-0089-11, you will serve as a planner, coordinator, and advisor for the JFHQ-State Emergency Management and Continuity of Operations matters. Interpret Federal and State policy directives and guidance to develop and coordinate continuity plans. Serve on the exercise evaluation team, evaluates results of exercises, and identifies best practices, lessons learned and corrective actions for organizations within the assigned region, and prepares reports and presents findings. Develop training plans and sets up workshops to train continuity and non-continuity personnel at all levels within the assigned region. Develop and maintain JFHQ-State continuity plans to ensure the performance of Mission Essential Functions, as required by State policy and Federal guidance. Performs other duties as assigned. As a GS-0089-09, you will be in a developmental position. The full performance target level for this career ladder position is PD# T5776000, GS-0089-11. Knowledge, specialized experiences, and skills are gained at the GS-0089-09 level, for a minimum of 12 continuous months, for eventual promotion to the full performance level as described in the attached copy of PD# T5776000, GS-0089-11. In this developmental position, the incumbent receives tailored instructions, guidance, training, and supervision that are designed to provide the incumbent with the necessary and appropriate competencies for successful performance results at the full performance level/target position. Assignments become progressively more difficult until the full performance level of GS-0089-11 is reached. Supervisory instructions and training are progressively less detailed as the incumbent gains more experience. The duties of this position are similar to those reflected in PD# T5776000, GS-0089-11, Emergency Management Specialist. The exception is that the supervisor provides more specific instruction and detailed guidance; therefore, the position works with less independence. The incumbent participates in and completes prescribed formal and informal training as specified by the supervisor. As experience and knowledge in the position are gained and competencies are demonstrated, the employee is gradually given more freedom to make independent judgments and decisions in order to successfully perform more complex assignments until the incumbent performs the functions at the levels described in PD# T5776000, GS-0089-11, Emergency Management Specialist. This position is designated as key and considered mission essential, work performed by employee directly impacts functions, initiatives, and operations of the Installation and NGB. Employee required to remain on duty or report for duty during severe weather or other installation closings or emergencies and required to work irregular hours in crises situations. SPECIALIZED
Experience:
GS11:
Must have at least one year of specialized experience equivalent to at least a GS09. Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled:
Comprehensive knowledge and experience in applying the concepts, theories, principles, and practices of DoD Emergency Management and Continuity Programs. Knowledge of qualitative and quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex processes and systems to address continuity and emergency management planning issues. Effective speaking and writing skills to communicate effectively with officials, staff, field activities, higher headquarters and other agencies to produce clearly written reports and correspondence, often involving controversial issues. Proficient in the use of JIEE, Web EOC, GEC20, JTIMS, APAN, DART, DRRS-S and related systems used by the JFHQ-S to communicate with NGB, State Homeland Security Office/Emergency Management Agency. Proficient in the operation of High Frequency radio systems used in emergency response operations. Must have comprehensive knowledge of Federal, military, state, and local government organizational structures and relationships, especially as related to Emergency Management and Continuity of Operations to develop new methods, approaches, or procedures to effectively plan for and coordinate state readiness and recovery operations. Knowledge in applying techniques and skills to develop exercise policies, plans and procedures required for effective Emergency Management and Continuity of Operations. Knowledge of Presidential Policy Directives, Department of Defense Regulations, Federal Emergency Management Agency Guidance, National Incident Management System, National Response Framework and Mission Essential Functions. GS-09:
Must have at least one year of specialized experience equivalent to at least a GS07. Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled:
Knowledge of the mission and functions of the National Guard as they are related to Emergency Management mission. Knowledge of Continuity of Operations planning and execution. General experience as an emergency management specialist, in an operations center; and, has a full understanding of the military decision making process and crisis action planning. Skills in applying analytical and evaluative techniques in the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Knowledge of emergency management laws, regulations, policies and precedents that affect the use of program and related support resources. Knowledge and ability to plan, analyze, organize, direct, coordinate and advise on Emergency Management programs to include Continuity of Operations, Homeland Defense, and Defense Support of Civilian Authorities. Knowledge of the serviced activity's organizations, missions, programs, operations, internal controls, objectives, and policies, along with a basic knowledge and skills in conducting general analysis of simple functions and work processes, as they relate to emergency management programs, that require minor inter-personal skills in presenting program recommendations and advice, and resolving operational problems. Knowledge of established public laws, regulations, and response plans pertaining to the missions, authorities, and applications of federal/state/local interface during emergencies. Ability to convey required knowledge by communicating orally and in writing through the preparation of reports, contingency plans, recommendations and delivering briefings to management to encourage understanding and acceptance of findings and recommendations. Work Environment - Work is typically performed in an office setting with adequate lighting and physical comforts. However, if deployed to impacted locations, incumbent may be subjected to unpleasant environmental conditions, including extremes of temperature and weather. Physical Demands - The work is primarily sedentary. However, during disaster response, long work hours under extreme stress is expected.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
