Duties include but not limited to:
Gathers, evaluates, analyzes data, and applies management and leadership principles in researching the accuracy of Veteran medication co-payments. Possess extensive working knowledge of the Clinical Pharmacy Resource pharmacy operations and applies specialized pharmaceutical knowledge in conjunction with utilization of VA information systems (such as VistA, CPRS, VIS, Virtual VA, ESR and Capri) to evaluate prescription billing appropriateness for Veterans, family members, or their representatives. Assembles data from all of these sources in order to make accurate clinical determinations which have a major impact on VA Revenue operations. Uses intimate knowledge of VHA Handbook 1601A.02 Eligibility Determination Handbook, 38 CFR Disability Rating Handbook, and drug therapy treatment guidelines for service connected and special authority conditions. Assesses staff process improvement needs and provides appropriate oversight concerning ongoing training of new staff members, callback representatives, and contact representatives. Works cooperatively and in conjunction with Clinical Services department Supervisory Pharmacists on performance improvement activities, patient safety related issues, and effective communication recommendations between VA Medical Centers, Revenue Utilization Review, Veterans and their families Possesses the authority to reverse copayment charges, reset future prescription copayment status, set pharmacy special authority flags and communicate results to Veterans, facilities, Consolidated Patient Account Centers, and Congressional inquiries. Provides Veteran medication co-payment validations on a national scope. Seen as an authority in regard to questions concerning service connected and special authority medication related treatments. The incumbent resolves medication copayment questions form Veterans from all 21 VISN's and all VA facilities upon request in regard to completed reviews or general VA guidelines and policies. Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with Chapter 3, section A, paragraph 3g, this part.) Education or Experience. A high school diploma or equivalent; or at least 3 months experience. Certification. Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grades GS-06 and above. English Language Proficiency. Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. Grade Requirements:
(1) Creditable Experience. To be creditable, the experience must have required the use of knowledge, skills, abilities, and other characteristics associated with the scope of pharmacy technician practice. (2) Quality of Experience. To be creditable, pharmacy technician experience must be documented on the application and verified in an employment reference, or through other independent means. (3) Part-time Experience. Part-time experience as a pharmacy technician is credited according to its relationship to the full-time workweek. For example, a pharmacy technician would receive 1 week of full-time credit for each 2 weeks of half-time work. GRADE DETERMINATIONS:
GS-08 - In addition to the basic requirements, you must demonstrate at least one (1) year of experience at the next lower level (GS-07), and must fully meet the KSAs at the next lower level:
Ability to evaluate, analyze workflow, and coordinate work activities; Ability to independently gather, evaluate, and analyze data to generate reports and/or for other projects/statistical purposes; Knowledge of pharmacy policies and procedures sufficient to train and orient new employees and other staff; Comprehensive knowledge of the operation and care of specialized pharmaceutical equipment; Comprehensive knowledge of the procurement and formulary process; Comprehensive knowledge of investigational drug policies and procedures; Comprehensive knowledge of controlled substance policies and procedures, and the ability to identify and investigate discrepancies in these policies and procedures; Comprehensive knowledge of, and ability to, analyze data in VA information systems; In addition, the candidate must demonstrate the following technical KSAs identified and the potential to acquire the assignment specific KSAs below designated by an asterisk ( ) for the assignment within their resume. Knowledge of human resource management policies and procedures, and the ability to supervise various levels of pharmacy technicians and other technical personnel; Ability to apply management and leadership principles; Ability to communicate orally and in writing. Extensive working knowledge of the pharmacy operation. Ability to assess staff needs and provide appropriate training. Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Pharmacy technicians at this level may be assigned supervisory positions or assignments as lead technicians in a highly complex area of the pharmacy. The GS-8 level is for very select, complex pharmacy technician positions as established by each health care facility. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
