Establishes team goals, objectives, and work plans aligned with Workforce Management and VA Retirement Services strategic and operational priorities for assigned teams and staff. Approves or recommends personnel actions for recruitment, reassignment, promotion, reclassification, and other actions for employees. Recommends training, overtime, travel, supplies, and employee recognition within appropriate delegated authority. Consults with management officials on strategic and operational human resource management needs, providing advisory opinions based on technical expertise in retirement and related benefits programs. Provides advice and counsel to staff related to work and administrative matters. Implements an effective compliance program that assures proper training to staff regarding the proper execution of their duties while motivating them to comply with appropriate laws, rules, and regulations while using appropriate flexibilities to facilitate supporting customers' business objectives whenever possible. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:

Experience:
Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Supervisory Human Resources Specialist, GS-12 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the grade 11 level in Federal service to qualify at the grade 12. Examples of specialized experience include:
1) Establishes guidelines and performance expectations for staff. 2) Provides advisory opinions based on technical expertise in retirement and related benefits programs. 3) Monitors and evaluates HR operations for quality and quantity of work, regulatory compliance, and customer service to both management and other key officials and employees throughout the population serviced. 4) Plans, organizes, and directs staff operations. 5) Assures uniform application of all HR operations, policies, and procedures. 6) Applying the full range of benefit and retirement processing principles, concepts, practices, and techniques sufficient to advise management and process full range of retirement services. 7) Comprehensive and thorough knowledge of a wide range of HR laws, regulations, Executive Orders, court decisions, and issues related to the Federal retirement services and Federal Erroneous Retirement Coverage Correction Act (FERCCA). Physical Requirements:
The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
