This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Selection at a lower grade level does not guarantee promotion to the full performance level. Major Duties and Responsibilities include:
Researches, reviews, and interprets HR related references (i.e. OPM regulations, agency policies, practices and processes, etc.) for the assigned program areas. Advises and assists employees on retirement and associated insurance issues. Provides pre-retirement counseling to a wide variety of employees ranging from wage grade employees to high-level management officials in groups and individually. Counsels employees on benefits including Federal Employee Health Benefits (FEHB) options, Federal Employees Group Life Insurance (FEGLI) options, Thrift Savings Plan (TSP) pay-out options, military and civilian re/deposits, and other benefits as they relate to retirement. Provides estimates of annuities and responds to benefits inquiries from attorneys and courts on divorce cases and other civil matters. Assisting retiring employees with completion of retirement application forms. Reviews new or amended HR retirement policies, procedures, and guideline and provides feedback regarding possible impact on current practices. Maintains various filing systems, including appropriately documenting Official Personnel Files and internal filing systems to ensure retention of records. Performs other related duties, as assigned. A grade-point average of B (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. 3. A grade point average of B+ (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. 4. Experience:
One year of specialized experience equivalent to the GS-5 grade level in federal service that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience for this position is experience applying, basic laws, regulations, policies, and precedents of Federal employee retirement, group life insurance, employee benefits, and Thrift Savings Plan programs sufficient to counsel management, employees, and beneficiaries on program coverage, options, variances in coverage, and advantages and disadvantages of benefits to resolve problems in the administration of the program to interpret and explain to employees the relationship of the Federal retirement and insurance programs to other retirement and insurance programs to determine the appropriate treatment of matters as they apply to retirement and insurance benefits issues and to interpret, apply, and explain retirement and insurance laws and regulations to employees. -OR- Combination of Education and
Experience:
An equivalent combination of successfully completed graduate level education and specialized experience as described above to meet the total qualification requirements for this position. (Unofficial Transcripts Required) To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-7. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
