CONTRACT SPECIALIST

As a CONTRACT SPECIALIST, GS-1102-12, you will provide sound business advice in the planning and execution of pre-award and post-award functions, using a wide range of common contracting methods and contract types, to assist in the procurement of standard or specialized services, commodities, and/or construction within an operational contracting office. Serve as Senior Contract Specialist/Team Lead with delegated Contracting Officer authority for contracts that affect a wide range of procurement activities or contractor operations. Serve as lead negotiator for contracts/procurements. Approve and sign contracts and serves as advisor to Chief of Contracting, Senior Program and Acquisition Officials. Perform other duties as assigned below:
-Responsible for pre-award and post-award functions for procurements and acts as the Governments representative for contractual matters regarding assigned projects. Obtains appropriate data from business and technical officials. Issue necessary modifications and explores new or innovative contracting approaches to improve contracting efficiencies and cost savings. Analyzes and evaluates the effectiveness of the overall efforts against established objectives and schedules. Identifies existing or potential problems and provides advice and guidance for a course of action to resolve the problems. -Analyzes alternatives for program procurement requirements and develops procurement strategies. Oversees preparation of solicitation packages, evaluates contractor proposals, provides advice and guidance in establishing and justifying negotiation positions and participates in resolution of complex negotiation issues. Serves a lead negotiator, independently leading a team of technical, legal and pricing specialists to develop strategies. Responsible for assuring that contracts and all supporting documentation are complete and funding is adequate and properly certified before approving/signing documents as the Contracting Officer. -Serves as contract administrator for contracts and oversees the administration of contracts assigned to team members. Maintain constant surveillance over projects to assure that current and projected contract activities are in compliance with terms and conditions from contract award to close-out. -Present formal and informal briefings to supervisors, management officials, higher headquarters, and to industry. Assures the team coordinates all procurement activities with representatives of all interested parties and acts as focal point in resolving procurement related issues involving assigned projects. Serves on should cost, source selection or other review boards/teams as requested. -Assist in the development and dissemination of policy on procurement and contracting programs. Prepares and maintains status reports of ongoing programs as directed. Respond to data calls from higher headquarters and other organizations. Conducts acquisition management reviews and inspection of contracts for compliance with statutory, regulatory, and policy requirements. Analyzes, evaluates, and develops solutions to contracting problems, conducts workload and trend analyses and identifies innovative and efficient contracting initiatives. Prepares draft and final reports based on the results of those reviews. Conducts training of contracting personnel to improve acquisition practices. Manage various contract related on-line systems and programs to include but not limited to Wide Area Work Flow (WAWF), Business Intelligence (BI), Contract Performance Assessment Reporting System (CPARS), the Procurement Integrated Enterprise Environment (PIEE) and the Standard Procurement System (SPS/PD2). Experience:
To qualify for any Title 5 Excepted Service, GS-1102-12 position, the applicant's competencies (Skills, Knowledge, Abilities, and Behaviors), will be applied and evaluated to include military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following six basic qualification factors are applicable:
Skilled in collecting and analyzing contracting data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; and, Skilled in applying procedures and directives by reading and interpreting program material. Experience:
For promotions and hires, must have one year of specialized experiences that are equivalent to at least the next lower grade-level to qualify for initial hires and promotions. Experiences that prepared the new applicant or the on-board employee applicant to perform the contracting duties of the applicable GS-1102 graded position. An applicant must demonstrate the specialized experiences, as noted below, in order to qualify for a position GS Grade and its Acquisition Contract Program Certification requirements. GS-1102-12, Intermediate Level Two:
Must meet positive education requirement. To qualify, candidate must have Level Two Contracting Certification. Must have at least 12 months of broadening contracting experiences and competencies that provided an expanded expertise in contracting principles and procedures to include the following tasks:
Developing and Negotiating Positions, Advanced Cost/Price Analysis, Contract Termination, and Procurement Policies. NOTE:
If the GS-12 position also requires Level Three Certification based on the complexity of the contracts, as a condition of continued employment in the position, the employee must complete the Level Three Certification within 24 months of appointment to the GS-1102-12 non-supervisory position.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
