CONTRACT SPECIALIST

As a CONTRACT SPECIALIST, GS-1102-13, you will serve as Senior Contract Specialist, Team Leader and Lead Negotiator with delegated Contracting Officer authority for highly specialized, long-term, complex contracts that affect a wide range of procurement activities or contractor operations or have a significant impact on local geographic areas. Responsible for the contracting related to the overhaul for M1 Abrams' Full Up Power Packs (FUPPs) from initiation of the requirement through contract close-out or termination. Assignments include a range of M1 Abrams complex vehicle systems/programs and major subsystems that includes the development of hardware, software and data, overhaul and maintenance, facilities contracts, and design and engineering efforts. As the Contracting Officer/Team Leader, assigns acquisitions to team members, taking into consideration dollar value, priority, and complexity. Serves as lead negotiator for all complex contracts/procurements. As the Contracting Officer, approves and signs all contracts and serves as advisor to senior program and acquisition officials. Experience:
To qualify for any Title 5 Excepted Service, GS-1102-13 position, the applicant's competencies (Skills, Knowledge, Abilities, and Behaviors), will be applied and evaluated to include military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following six basic qualification factors are applicable:
Skilled in collecting and analyzing contracting data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; and, Skilled in applying procedures and directives by reading and interpreting program material. Experience:
For promotions and hires, must have one year of specialized experiences that are equivalent to at least the next lower grade-level to qualify for initial hires and promotions. Experiences that prepared the new applicant or the on-board employee applicant to perform the contracting duties of the applicable GS-1102 graded position. An applicant must demonstrate the specialized experiences, as noted below, in order to qualify for a position GS Grade and its Acquisition Contract Program Certification requirements. GS-1102-13,Senior Level Three:
Must meet positive education requirement. To qualify, candidate must have Contracting Level Two Certification. Must have at least 12 months of broadening contracting experiences and competencies that provided an expanded expertise in contracting principles to include Negotiating Contracts and Service, Supply, and Construction Contracts. Must be interviewed by a Contracting Officer Review Board (CORB) and must pass the Board's contracting program scenario-based questions in regard to specialized experiences and competencies that will allow him/her to become a Warranted Contracting Officer in order to continue through the final personnel processing validation activities for official appointment as the GS-1102-13 Contract Specialist.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
